It is difficult for an organisation with a vested interest to co-ordinate partners and write an objective strategy. You need to analyse a wide range of data, legislation, and policy. You may have a lack of time, experience, or expertise. There must be consultation, agreement of strategic priorities and alignment of budgets to ensure you create a meaningful and helpful document.
